Kudos to David for digging this up,if not, it is unlikely to be reported. The extent of the cheating is unknown, which I am more interested to know. Because, ultimately, nobody follows the whole set of 'by right' rules.
Perhaps too many things are pegged to SOC/IPPT, not only BCU performance, but also commanders apprasials, promotion chances and etc. We might all need to go back to the drawing board to see if it is possible to move this result based BCU to something else.
